After getting cutting out the trouble section, it was pretty obvious why it was leaking. The PVC elbow was cracked! I'm guessing someone either cross threaded or over tightened the metal piece that threads into the PVC fitting. Instead of fixing this properly (by replacing the fitting) they caulked it! Arg!!
